PRIMARY PURPOSE OF DEPARTMENT: The primary purpose of the Mental Health Outpatient Department is to provide effective and efficient treatment services to individuals, groups and families. Services are based on best clinical practices and are engaged in ongoing quality improvement efforts. This is done in accordance with the Agencys Vision, Mission and Values. PRIMARY PURPOSE OF THIS POSITION: The primary purpose of this position is to provide overall management and clinical supervision to treatment staff. This position provides leadership, direction, consultation and coaching to assure service excellence. This position may also provide direct treatment for individuals, groups and families. WORK SCHEDULE: The normal work week for this position is 37.5 hours each week, Monday through Friday, 8:30 a.m. to 5:00 p.m., with evenings as needed. Flexible hours are required to assure service delivery which meets consumers needs. DESCRIPTION OF ESSENTIAL RESPONSIBILITIES AND DUTIES: Supervises and directs the work of the Adult Mental Health team. Provides regular ongoing supervision/ direction to clinical and support staff. Develops program objectives and participates in program planning/development efforts. May provide some direct treatment services. Assures full licensure and meets all quality standards. Participates in quality and performance improvement initiatives. Develops and monitors budget to achieve identified targets. Provides excellence in best practice based treatment services. Manages resources to ensure efficient and effective operations, including timely access and appropriate utilization. Recruits and selects staff. Evaluates staff performance. Identifies staff training needs. Devises and implements training plans. Holds staff accountable to meet clinical and productivity standards. Represents Agency to consumers, the public, other agencies and funding sources. Participates in workgroups/special projects within and outside of the Agency. Assures ongoing focus on consumer needs within clinical team and as a team member with other Agency departments. Addresses consumer concerns/complaints. Displays initiative, creativity, solution focus and teamwork in all aspects of job performance. Fosters a culture of positive teamwork among staff and consumers. Completes documentation required for Agency, state, county, managed care and other payors. Other duties as assigned. OTHER POSITION CHARACTERISTICS: ACCURACY REQUIRED IN WORK: Accuracy in both management and clinical work is required to assure the delivery of best practices based treatment. Accuracy assures excellence in treatment services. Accuracy in written work is essential in maintaining continuity of care and quality of treatment provided as well as meeting County and State regulations for program operation. Accuracy in Qualifacts documentation, including spelling and grammar, is essential. CONSEQUENCE OF ERROR: Failure to complete adequate and timely documentation can impact licensing of the program and result in loss of licensure and/or funding by third party payers. Failure to use best practices when working with consumers can result in less effective treatment for consumers and adversely effect the persons health. VARIETY AND PURPOSE OF POSITION CONTACTS: Be able to communicate effectively with consumers, consumer family members, Agency staff, team members from other agencies, and Agency administrative personnel. PHYSICAL EFFORT: Physical effort for this position will require clear speech, hearing, walking, writing, reading, typing, manual dexterity to open and close drawers, carrying charts/other materials, and reading/writing comprehension. Ability to lift objects up to 20 pounds. WORK ENVIRONMENT AND CONDITIONS: Professional office environment. May need to visit other sites for meetings/training purposes. MACHINES, TOOLS, INSTRUMENTS, EQUIPMENT AND MATERIALS USED: Computer, fax machine, copy machine, cell phone, pager, telephone. SAFETY FOR OTHERS: This individual is required to use good judgment, as many decisions are made which will impact the safety of consumers or other staff and could defuse a potentially serious situation. All unsafe conditions should be addressed and reported as needed. Qualifications Knowledge of psychotropic medications and side effects; knowledge of group dynamics and interpersonal skills; ability to navigate Qualifacts documentation system; knowledge of crisis intervention skills; knowledge of universal precautions; ability to set appropriate therapeutic boundaries and to follow all Agency rules, regulations and procedures; basic com-puter knowledge, especially e-mail; ability to make all decisions within the guide of the Agencys Mission, Vision and Values. REQUIRED MINIMUM TRAINING: Masters Degree in Social Work or counseling required and two years experience. LCSW or LPC preferred. Extensive knowledge of individual and group treatment. Knowledge of treatment of co-occurring disorders (MH/D&A). ADDITIONAL TRAINING EXPERIENCE: Extensive experience and training working with adults with moderate to severe mental health and substance abuse issues. CONTINUED TRAINING, LICENSE OR CERTIFICATION REQUIRED BY AGENCY, STATE AND/OR REGULATION: Complete new hire training within first six months Maintain CPR/First Aid Certification HIPAA, annually Comprehensive Crisis Management training annually Compliance Plan, annually Fire Safety training, annually Confidentiality, annually Maintain required licensure Bloodborne Pathogens/Universal Precautions, annually Maintain credentials required by third payer payors Maintain current licensure status Act 34 Clearance Clinical Best Practices Management/supervision skills
